The Digital Citizenship Curriculum for upper secondary students (ages 14–18) equips educators across Europe to support young people in navigating the digital world with responsibility, critical awareness, and purpose. It builds on foundational digital literacy by introducing more advanced concepts such as online identity, privacy and security, digital rights, media analysis, and ethical engagement with emerging technologies. The curriculum is structured into modular units that can be integrated into formal education, extracurricular activities, or interdisciplinary projects. Learners are encouraged to analyse, create, and collaborate, while developing practical skills such as managing their digital footprint, evaluating information, and participating constructively in online communities. The program aligns with UNESCO ICT (UNESCO, 2018; UNESCO, 2022a) and AI Competency Framework (UNESCO, 2021; UNESCO, 2022b), the European Framework for Digital Competence (European Schoolnet, 2020; Redecker, 2017; Vuorikari et al., 2016), and the Global Framework for Digital Literacy (SDG 4.4.2), UNESCO Institute for Statistics, 2018. Supporting materials—including lesson plans, assessment tools, and inclusive design guidance—enable flexible implementation across diverse learning environments.
